Windows and doors in city rebate rules
Plano's Great Update Rebate applies to houses 30 years or older, which takes in every pre-1978 home, and its guidelines say exterior improvements qualify, with listed exceptions, on projects of at least $20,000. The application packet includes a signed lead-based paint disclosure. Terms change, so confirm with the city that a window or door project qualifies before counting on a rebate.
Permits
We did not find a Plano rule spelling out when window or door replacement needs a building permit. Ask the city's building inspections office before work starts, especially if an opening is being enlarged or a door is moved. A permit, if one is needed, does not replace RRP work practices, and in the Haggard Park and Downtown heritage districts a material change to windows or doors visible from the street needs a Certificate of Appropriateness before the permit.
Vinyl windows already installed
Some older Plano houses already had their windows swapped for vinyl or aluminum during an earlier update. That does not exempt the next replacement: the EPA keeps the renovation rule in force unless every affected part, trim included, has been documented as lead-free by a certified professional. Behind a 1990s vinyl unit, the stool and casing can still be the 1970s wood with its first coats of paint.
If the windows are part of a bigger project, remodeling a house with lead paint covers the rest of the work. Not sure the trim has lead? Start with lead paint testing before remodeling.
